Constitution and By-Laws

 

Article I:  Name

The name of this organization shall be called The National Performing Roller Association, hereby known as the NPRA, and will serve as a not-for-profit organization.

Article II:  Objective

To acknowledge, share, and support all breeds of Performing pigeons bred for the enjoyment of the hobby and the fanciers who love and keep them.

Article III:  Membership

Membership is open to anyone interested in pigeons for the sheer enjoyment they bring into the lives of those who keep them. 

Membership is open to those who can uphold this constitution and respect the purpose of this organization.

Article IV:  Dues

Dues shall be $15.00 per anniversary year.

The date your dues are received by the Secretary Treasurer will be the anniversary date that you have joined.

Renewal of dues will be on your anniversary date.

Article V:  Board of Governors

The Board of Governors (BOG) shall consist of no less than Three (3) and no more than Seven (7) persons. 

The BOG will share equally in the decisions pertaining to the running of the NPRA and each member of the BOG shall have one vote. 

The BOG may invite any member in good standing, to serve on the BOG for any vacant position.

The BOG shall be responsible for the NPRA newsletter, secretarial duties, the NPRA treasury, and the general operational duties of the NPRA.

The BOG will have the sole right and authority, with a 2/3-majority vote to impeach, censure, and/or immediately remove any member of the BOG for failing to uphold this constitution. 

In the unlikely event of a vote to censure, impeach, or terminate a member of the BOG.  A complete BOG, minus the offending members vote, must carry out the voting.

The complete BOG must vote on any or all NPRA business.

The BOG must vote either; Yes, No, or Abstain.

All votes from the BOG to approve or disapprove need a 2/3-majority vote on any subject to be valid.

All decisions, votes, and commentaries made by the BOG during any official NPRA meeting shall be available for review by the membership upon request.

The BOG shall appoint any breed directors or any other type of directors upon received and confirmed nomination of the member who wishes to be a director. 

The BOG will interview each nominee to determine whether the individual is willing and capable to serve in the position he/she has been nominated for.

Members of the BOG shall serve for a term of four (4) years, after which time elections shall be held to determine if the members of the BOG shall remain on the BOG. 

First and foremost, the BOG shall uphold this constitution and promote all aspects of the pigeon hobby.

Article VI: NPRA Directors' Duties

Any and all NPRA  Directors shall uphold this constitution. 

These Directors shall promote the pigeon hobby in all aspects, as well as promote the NPRA, and be available to answer questions and provide feedback to the BOG from the general membership regarding any club related issues, concerns, suggestions, etc.

Article VII:  Conflict Resolution

The NPRA is foremost designed to be a fun organization dedicated to promoting the pigeon hobby, so politics and conflict will be kept at an absolute minimum. 

However, in the event of a conflict between members that directly relate to the purpose or running of the NPRA, the following process shall take place:

1) Grievances must be filed in writing and sent to the BOG for review and resolution. 


2) The BOG will review the issue(s) in question and determine the best possible resolution based on the best interest of the hobby. 


3) Once a suitable resolution is determined by the BOG, the BOG shall vote on the issue and present their decision to those directly involved.

The BOG will not entertain personal problems between members. 

Members should make every possible effort to resolve disputes amongst themselves.

Article VIII:  Liability

No person, persons, or entity shall hold liable this organization for any damages or injuries to another person or entity. 

The NPRA is not responsible for the actions of its members or officers as individuals.

Article IX:  Amendments

The  NPRA Constitution and By-Laws may be amended at any time by written notice submitted to the BOG. 

Proposed amendments shall be presented to the BOG for review, discussion, and voting. 

A 2/3-majority vote by all officers on the BOG is required to change the constitution.

In the event that the constitution is amended, the previous article or articles along with the amended version will be available to all members for review.

Our Mission

This organization is being formed to provide a place for those who wish to share information, experiences, etc. with their Rollers of various colors in a non-threatening environment.  We do not wish to step on anyone's toes here, just provide a safe place for those with the same interests.  As many already know, the debate as to whether a so-called "colored" Roller can roll or is even worthy of being called a Roller can get very heated.  Through this association, those who pursue the breeding of such Rollers can share ideas, successes, or whatever they wish without fear of repercussions. 

However, this organization is open to anyone who has Rollers whether rare colored or standard colored, serious competition breeders to simple backyard breeders.  We feel that there is much that can be learned from all.  We also strongly feel that no one should ever be disrespected for what they choose to do with their birds.

We absolutely are not out to take away members from any other national club.  We also are not out to take over or threaten any other club or organization.  We simply wanted to provide a venue for two main reasons which should not conflict with any other club since, to our knowledge, no other club exists with these two goals in mind:

1.)  To provide a bulletin and forum for those who breed "colored" rollers to have a place to share articles, experiences, ask questions, etc. without the fear of upsetting anyone. 

2.)  To establish and implement a system of judging individual birds based on their performing abilities without having to fly kits of predetermined numbers of birds.

  Neither of these goals should be in interference with any other national or local club.  We will always support national clubs and never encourage or suggest that anyone leave these clubs for any reason.

In the event that someone should leave a national club to join our club, it is entirely the individual member's decision and will never be influenced by us.

3.) One of the main reasons for this Club and Forum is to cater to the BackYard Fancier. If you love Pigeons then this is the place for you.We have also added some other topics to the Forum that many who love the Pigeon Hobby also enjoy doing.Such as Hunting,Gardening etc.We will also create any topic you desire if there is enough to participate in it.This is your Club so come in,relax and enjoy sharing with each other.

Goals for the future

In the future we would like to establish a system of judging performance on an individual basis.  We would like to see birds judged individually according to the quality of the roll, control, etc.  This would mean that birds will not be docked for depth.  Many deeper spinners have trouble keeping up with kits, but are still excellent Rollers which exhibit good rolling style.  Many times these birds are culled out when they may be exceptional specimens.

Let's judge birds according to their own abilities rather than the combined abilities of 15 or 20 birds together.  Think about it, how many birds do we actually keep and breed from out of a 15 or 20 bird kit?
